Also add a mesa task to explore if it really should even be it's own
binary package anymore.  Mesa upstream made some changes and it lead to
Arch combining their mesa-va-drivers package into a mesa package.  Maybe
same should happen here too?

Bug description:
  AMD systems (and really anyone with a VAAPI driver in mesa) have VAAPI
  enabled by default across the ecosystem, but only if the mesa-va-
  drivers package is installed.

  I was just checking and noticed that it's not seeded in resolute for
  ubuntu-desktop, but it is for practically every other derivative.
