This is because you have python3 packages installed from the deadsnakes
PPA. The version strings are newer than the official Ubuntu versions,
and this breaks the upgrade:

 Installing libpython3.12t64:amd64 as Depends of python3-samba:amd64
    libpython3.12t64:amd64 Depends on libpython3.12-stdlib:amd64 < 3.12.12-1+jammy1 @ii mK > (= 3.12.3-1ubuntu0.9) can't be satisfied!
    python3-samba:amd64 Depends on libpython3.12t64:amd64 < none @un H > (>= 3.12.1) can't be satisfied! (dep)

Please remove all of the packages you have installed from that PPA (in
addition to removing the sources.list configuration for the PPA), and
then try again.

  Cant upgrade to 24.04

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  do-release-upgrade results in errors:
  Could not determine the upgrade
  An unresolvable problem occurred while calculating the upgrade

  All ppas in /etc/apt/sources.list.d are purged to no avail.
