This *might* be a duplicate of LP: #2130734
Could you run "sudo rpi-eeprom-update" on your Pi 4 and report the date
next to "CURRENT:"? In order for the questing boot method to work this
needs to be 2022-11-25 (Nov 25 2022) or later.
If it's earlier, try running "sudo rpi-eeprom-update -a" and rebooting.
This should bring the EEPROM up to a reasonably recent state and ensure
the boot succeeds.
