[Bug 2137309] [NEW] Cannot upgrade from LTS 22.04.5 to 24.04

I am trying to upgrade with 'sudo do-release-upgrade'. I have run across
this error,

The package 'ubuntu-minimal' is marked for removal but it is in the 
removal deny list. 

>From searching the internet, it seems that this is a very common

problem. However, none of the solutions I've found online so far work
for me. I've disabled snap, I've uninstalled and reinstalled ubuntu-
minimal, uninstalled and reinstalled ubuntu-desktop, etc. all to no
avail.
