gcc,libssl,rustc and so on.

you're correct ! we also suspecting the same . 
Also, if the issue started happening with a kernel change then it sounds like the issue is likely with the new kernel.

- bin/Runner.Listener run on kernel version 6.8.0-1020-azure. The issue

- the DKMS build process for the radxa-overlays kernel module, causing GCC
