I've seen this interfere with some SRU test plan verifications, not just
the one Dave mentioned above. Do we have any idea what is going on here,
and any hope of fixing it soon?

  [3.X] Packages in proposed ignored in noble+

Bug description:
  When building a noble+ image with the pocket proposed enabled, it
  appears packages are not fetch from proposed.

  This may be due to recent changes in apt explicitly requiring "-t
  <series>-proposed" to actually pull from proposed.

  This may also be due to changes in apt pinning (priorities).

  This issue went unnoticed in our tests. We need to devise a strategy
  to add some more robust spread tests to detect this.
