I always assumed this was to protect users when they accidentally type
their password as username! We've all done that... right?
I wouldn't be surprised if it were configurable but I can't see how, at
least not from pam_unix(8).

Bug description:
The last and lastb commands have disappeared from util-linux at 24.10!
This is odd, as the binaries from 24.04 actually run on 24.10, so the
data is clearly still being collected and in the same format.
Ubuntu: 24.10 (Oracular Oriole).
