  Need for debootstrap update in noble

Status in debootstrap package in Ubuntu:
  New

Bug description:
  The current `debootstrap` version in Ubuntu noble is 1.0.134
  The `plucky` release was added there in the version 1.0.139 (see https://salsa.debian.org/installer-team/debootstrap/-/tree/master/scripts)
  Please SRU 1.0.140 to noble, so it's possible to use debootstrap with plucky on noble release.
