Bug description:
  Taking the 25.04 daily from Feb 9th and trying to install on an s390x
  system (but I think it's not platform dependent), headless, hence
  using ssh as installation method, the installation routine fails to
  start the ssh.service repeatedly.

  On systems, like a z/VM instance, where the console is not rich enough
  for doing an interactive installation, and where one has to do
  installs via ssh, an installation is not possible at all.

  On LPARs, where one has the alternative to use the (more richer)
  "integrated ASCII console", one can proceed with an interactive
  installation this way and complete the installation until hitting the
  post-install reboot (but then the system does not come up again - with
  is another/separate problem).

  Hence the logs that I attached where gathered from an LPAR
  installation attempt, since an z/VM install attempt would not allow to
  reach the system in this case.
