You want `snap info snapd`, which indeed redirects to GH even though
it's not possible to file bugs there. Reassigning this to them.

Bug description:
  If you try to report a bug in snapd with ubuntu-bug (as directed by
  https://help.ubuntu.com/stable/ubuntu-help/report-ubuntu-bug.html.en )
  then you're told that you can't, and directed to report issues at
  https://github.com/canonical/snapd .  But
  https://github.com/canonical/snapd does not accept issues.  So the
  chain of instructions for bug reporting is broken.
