Public bug reported:

Unable to evaluate the upgrade

An unsolvable problem occurred while calculating the upgrade.

This was likely caused by:

Unofficial software packages that do not come from Ubuntu. Please
use the "ppa-purge" command from the "ppa-purge" package to remove
packages from a Launchpad PPA repository, then try to run the upgrade
again.

If none of this applies, report this bug using the command "ubuntu-bug
ubuntu-release-upgrader-core" in a terminal. If you wish to investigate
this yourself, the log files in "/var/log/dist-upgrade" contain
information about the upgrade. Specifically, please check the "main.log"
and "apt.log" logs.
