* Add d/p/lp-2098500-scsi_logging_level-Delete-SCSI-logging-script.patch
to avoid issues with an outdated and duplicate script. (LP: #2098500)
* Add the new zpwr tool that allows to report LPAR level power consumption
by adding the following two upstream commits as patches (LP: #2098358):
- d/p/lp-2098358-s390-tools-Add-zpwr-tool.patch
- d/p/lp-2098358-zpwr-Add-man-page-for-zpwr-tool.patch

Bug description:
Feature Description:
Utilize the new DIAGNOSE '0324' to report granular power consumption
data for the LPAR.
The data returned by the new DIAG instruction will consist of 3 values:
- average power per core - OS needs to multiply this number with the number of CPUs and the utilization data to get to the final CPU power value
- partition I/O power - includes the power that all I/O shares that is assigned to that partition
- memory power per gigabyte - OS needs to multiply this number with the available physical memory
