Bug description:
  [ Impact ]

   * When selecting the section under the "Compliance & Hardening" title
  the speak reader doesn't describe the section title

  [ Test Plan ]

  - activate the screenreader
  - select "Ubuntu Pro" tab
  - navigate to the "Compliance & Hardening" section until the "Only recommended to..." control is selected

  the "Compliance & Hardening" should be read when selecting the control

  [ Where problems could occur ]

   * The change adds an accessibility->labelled-by entry to the .ui for
  the element. If the relation was wrongly set an incorrect label could
  be read for the widget.

  [ Other Info ]

  The "Ubuntu Pro" tab is only available in LTS series so the fix isn't
  going to be uploaded to Oracular
