I did a test build of a 12.12ubuntu1 merge and a 12.12 sync. Then
compared the 10 produced .deb package with diffocscope and found no
relevant differences. So I am syncing 12.12.

  Fix Released

Bug description:
  Please merge build-essential 12.12 from Debian unstable. Delta
  according to the changelog:

  - Add pkgbinarymangler to the list of essential cross packages.
  - Add riscv64.

  The pkgbinarymangler package is not in the list of essential packages
  and "grep -r pkgbinarymangler" does not reveal any reference (except
  in changelog). riscv64 was added in Debian as well.

  There are not mentioned changes:

  * Remove Makefile on clean
  * make-esslist.sh: hard-code arches for Ubuntu
