Title:
  minimum root partition size recommendation is too small

Bug description:
  I tested installing Eoan with an iso dated 20190606 and in the
  advanced partitioning setup the minimum recommended / partition root
  size (5.6 GB I believe). After the installation completed and I
  rebooted I was immediately presented with a dialog indicating there
  was a lack of free space. There was only 74M of free space and it
  seems likely that updates of debs and snaps will fail, let alone
  trying to install anything extra.

  N.B. this is different than the minimum disk size which is actually
  8.6 GB for 18.04.2.
