Title:
Installing for Live Environment Does Not Migrate User Accounts

Status in Ubuntu MATE:
  Invalid
Status in ubiquity package in Ubuntu:
  Won't Fix

Bug description:
When doing an install from the live environment, the MATE installer
does not migrate existing user accounts. Every other aspect of the
"upgrade" works as far as upgrading existing packages, but the
existing user accounts are clobbered. I have seen this in the process
  of upgrading from 14.04 to 16.04 and 14.04 to 17.04 Beta 2.
