Title:
ubi-usersetup doesn't seem to be able to handle "special" characters

Status in ubiquity package in Ubuntu:
  Won't Fix

Bug description:
I was trying to make an account during the installation of Ubuntu with
a password that included the section symbol (ยง), but this kept making
ubi-usersetup crash with exit code 2. In addition, the change password
window seems to have frozen after I tried to change my password (post-
installation) to include the same character.
