Bug description:
I installed budgie in a VM today (latest ISO from http://cdimage.ubuntu.com/ubuntu-budgie/daily-live/current/ , dated 2018-03-13).
During the install stage, I selected an alternative keyboard layout (French bépo), but in the next installer steps it wasn't used (US qwerty was used, most visible in the step that prompts username and password).
After completing the installation and rebooting though, my keyboard layout was in use on the login screen, as expected.
