  Newly installed Ubuntu is blocked trying to restart

Bug description:
  After an install and you choose to reboot the new install, you're
  dropped to console and you see a couple of these..

  tpm tpm0: A TPM error (6) occurred attempting to read a pcr value
  tpm tpm0: A TPM error (6) occurred attempting to read a pcr value

  The restart is blocked until I hit Ctrl-C. I've installed 17.04 and
  17.10 development dailies several times for testing over the last few
  weeks and this always happens.
