Bug description:
  Ubuntu 18.04 LTS is enforcing RFC-952 hostnames during installation
  i.e. does not permit a hostname to start with a digit; although this
  has been superseded by RFC-1123

  2.1  Host Names and Numbers

    The syntax of a legal Internet host name was specified in RFC-952
    [DNS:4].  One aspect of host name syntax is hereby changed: the
    restriction on the first character is relaxed to allow either a
    letter or a digit.  Host software MUST support this more liberal
    syntax.

  Even the BIND9 package in the bionic release observes RFC-1123 not
  RFC-952. Can this hostname naming constraint please be removed from
  the installation.
