Title:
keyboard layout stays qwerty while I have chosen France/France during
  isntallation

Status in ubiquity package in Ubuntu:
  Won't Fix

Bug description:
During installation of 18.04, either by choosing directly "Install
ubuntu" or "Try ubuntu" and then "Install ubuntu", I choose
  France/France for the keyboard layout.

However later on, when I have to type my username and password, the
  layout is still qwerty.
