Title:
  Installer ignores "do not use the partition" and installs to the first
  ESP instead of the specified ESP

Status in ubiquity package in Ubuntu:

Bug description:
  I have two EFI System Partitions (ESPs) on my system: the first is at
  sda2, and the other is at sda6.  When installing Ubuntu MATE (the
  second of two Ubuntu installations on my system), I specified "do not
  use the partition" for sda2 in an attempt to prevent the /EFI/ubuntu
  that's already on sda2 from being overwritten, and also specified sda6
  as the location of the ESP where /EFI/ubuntu should be installed.
  Despite theses steps, the installer installed /EFI/ubuntu to sda2.

  
  WORKAROUND:

  I reset the flags for the original ESP on sda2 from "esp" to
  "msftdata" using gparted, which prevented the installer from
  installing /EFI/ubuntu to sda2.  Because only sda6 had a flag set to
  "esp" the installer installed to the ESP on sda6, as desired.  After
  installation, I switched the flags for sda2 back to "esp" and all
  works as expected.  (Now I can dual boot between two Ubuntu
  installations, one being vanilla Ubuntu and the other being Ubuntu
  MATE.

  
  NOTE:

  This bug is relate to, but is NOT the same as, Bug #1855874.  Bug
  #1855874 discusses that a second installation overwrites a first
  installation at /EFI/ubuntu (which shouldn't happen).

  This issue identified in this bug is that, even when specifying "do
  not use the [first ESP] partition" the installer still installs to the
  first ESP.  That is, the installer ignores the instructions.
