  Installer does not pick up boot parameter preseeds

Status in ubiquity package in Ubuntu:

Bug description:
  Ubuntu 20.04 LTS with ubiquity version 20.04.15

  When trying to preseed some values as documented in
  https://help.ubuntu.com/lts/installation-
  guide/amd64/apbs02.html#preseed-bootparms ubiquity seems to ignore
  these values.

  I specifically tried passwd/user-uid and the expectation was that this
  userID will be used for installing the dafult user. According to the
  documentation this should be possible, however it never installs the
  default user with the given userid.

  It seems to me that line 783 in ubi-usersetup will set the preseed
  dataset with an empty value if the installer does not run in OEM
  install mode, ignoring the preseed value. If I set this value in the
  Try + Install mode before starting the install procedure it will take
  the given value to install the default user.
