[Bug 2099741] [NEW] upgrade 24.04.1 failed. now 24.04.2 failed also. after 2nd step 'collecting packages' the upgrader says: 'failed'

Public bug reported:

The upgrade process shows a list of steps. After the second step I get
the fail message including the suggestion of applying ppa-purge. With
Konsole I tried ppa-purge. Then restarted the system and tried to
upgrade to 24.04.2 again. Same fail message. Then send the bug to you
with ubuntu-bug ubuntu-release-upgrader-core.
