Something looks odd with the riscv64 linux builds[1]. This linux-bpf-dev
was previously available on riscv64. I see this in the log[2]:

Debug: binary-arch
 dpkg-genbuildinfo --build=any -O../linux_6.12.0-15.15_riscv64.buildinfo
 dpkg-genchanges --build=any -mLaunchpad Build Daemon <buildd at bos03-riscv64-058.buildd> -O../linux_6.12.0-15.15_riscv64.changes
dpkg-genchanges: warning: package linux-bpf-dev in control file but not in files list

** Also affects: linux (Ubuntu)
   Importance: Undecided
       Status: New

** Changed in: linux (Ubuntu)
       Status: New => Confirmed

Title:
[p-m] depwait on riscv64 due to missing linux-bpf-dev in Ubuntu

Status in linux package in Ubuntu:
  Confirmed
Status in systemd package in Ubuntu:
  Triaged

Bug description:
It seems as if Ubuntu doesn't build this package on riscv64:
  https://packages.ubuntu.com/plucky/linux-bpf-dev

This discrepancy is causing systemd to FTBFS due to depwait in plucky-
  proposed, blocking migration.
