Bug description:
  [ Impact ]

   * Not able to update Dell Dock PD firmware

  [ Test Plan ]

   * On Dell machine which supports TBT

   * Connect to Dell dock that utilizes dell-kestrel plugin to update
  the PD firmware

   * run command "sudo fwupdmgr install <PD firmware>.cab --allow-
  reinstall"

   * if the test cab is missing signature, below message will pop-up
     firmware signature missing or not trusted; set OnlyTrusted=false in /etc/fwupd/fwupd.conf
     ONLY if you are a firmware developer

   * The PD firmware can be updated successfully

   * The SRU requires the version bump to 1.9.28 by leveraging the exception document
