The bug is fixed in ubuntu/master. It is not fixed in oracular but as
this will only become an issue again in 26.04.2 there is no benefit to
fixing this there.

Bug description:

  riscv64 server live installer builds break currently:

  E: Unable to locate package linux-generic-hwe-24.04

  There is not (and is not intended to be) a HWE kernel for riscv64 so
  we shouldn't try to offer it.

  [test case]
  start a riscv64 ubuntu-server:live livefs build with proposed enabled.

  [regression potential]
  the change is localized to riscv64 ubuntu-server:live builds so the chance of regressing other build types is nil.
