[Bug 2100492] [NEW] rustc 1.82 required by firefox 137

Public bug reported:

Firefox 137+ requires rustc 1.82 to build¹.

The beta phase for Firefox 137.0 begins on 2025-03-03 and release will
be available from 2025-04-01².

Eventually Thunderbird will need an updated rust toolchain as well.

It would be great to have it for all supported releases of Ubuntu:
focal, jammy, noble and oracular.
