Title:
locale settings for Pakistan should be en_PK.UTF-8 not ur_PK

Status in ubiquity package in Ubuntu:
  New

Bug description:
Urdu is the official language in Pakistan but people don't use their
computers OR mobile phones in Urdu. When installing Ubuntu with
country set to Pakistan during installation, system date ends up being
in Urdu afterwards (even though I selected English as language). I am
not sure when that changed but whoever changed it made a mistake
(probably in debian). We need to fix that.

I am willing to create a patch if someone tells me the right package
to fix that in. Lets get this sorted before 18.04
