Public bug reported:

debhelper sequencer is doing excessive dpkg-buildflags calls, this is
seen with the 13.23ubuntu1 merge, but not in Debian.

with each call into the rules file, there's a visible 2-4 seconds delay,
while a huge amount of dpkg-buildflags calls are done.

** Affects: debhelper (Ubuntu)
     Importance: High
         Status: New

** Changed in: debhelper (Ubuntu)
   Importance: Undecided => High
