Either the changelog.gz is missing or there is an erroneous link in the libssl1.0.0 package

Title:
Invalid copyright symlink in 24.04 package
Status in openssl package in Ubuntu:
New
Bug description:
Ubuntu release: noble 24.04
Package version: openssl_3.0.13-0ubuntu3.4_amd64.deb
Since ubuntu 24.04, the openssl package depends on libssl3t64 instead
of libssl3. But in the 24.04 version of the openssl package currently
available from security.ubuntu.com, the package's copyright file
located at /usr/share/doc/openssl/copyright is a symlink to
../libssl3/copyright. That symlink is broken as the libssl3 package
does not exist in 24.04 and has been replaced with the libssl3t64
package which has its copyright file at
/usr/share/doc/libssl3t64/copyright.
openssl packages for more recent ubuntu releases (24.10 and 25.04) do
not present this issue and have openssl's copyright file properly link
to ../libssl3t64/copyright.
Note: the changelog.Debian.gz and changelog.gz files also present the
same symlink target issue.
