[Bug 2093161] [NEW] Release Upgrade failed

Public bug reported:

Ran "do-release-upgrade" (22.04 to 24.04), but it always stops with
"ERROR Dist-upgrade failed: 'E:Error, pkgProblemResolver::Resolve
generated breaks, this may be caused by held packages.'"

I disabled all PPAs, removed legacy software, commented out all non-
Ubuntu repositories, but no success.
