I also have some additional information that may help to narrow down the cause of the error:
If the VLC media player is running in the background, which prevents the power-down states, the computer can be woken up again by moving the mouse, even after a long time. However, the internal display then goes dark after a brief ‘flicker’.
A similar state is achieved if you wait 5 minutes after dimming the internal display and do not move the mouse immediately. In this case, the internal display only returns to normal brightness when a key (brighter/darker) is pressed on the keyboard.
The external display connected via HDMI works perfectly.

How to run Ubuntu on a HP-Victus (I7-Cpu + Geforce RTX GPU)?
I have already tested some things from forums, but unfortunately Ubuntu 22.04 still does not run stable on this hardware.
I have already tested the kernel boot options idle=nomsi, idle=nomwait and intel_pstate=disable. Whereby intel_pstate=disable gave the best stability.
If the computer dims the screen after several minutes without moving the mouse, it cannot be ‘woken up’ again either by the external mouse or by pressing any key. The only option is to press and hold the power button.
I use the following version:
