[Bug 2093286] [NEW] Unable to install updates after unselecting all and making individual selections

Public bug reported:

Open software updater when there are pending updates. At the top level
of one of the groups, click the checkbox to unselect all. Note that
"Install now" goes away, leaving only "Remind me Later". Now select a
package to install. Note that "Install now" does not return, leaving no
ability to install packages until the software updater is closed and
restarted.
