(and gosh make is a terrible programming language). I think this
probably affects Ubuntu worse than Debian because we added RUSTFLAGS to
the list of variables to export but it is often empty.

  Incomplete

Bug description:
  debhelper sequencer is doing excessive dpkg-buildflags calls, this is
  seen with the 13.23ubuntu1 merge, but not in Debian.

  with each call into the rules file, there's a visible 2-4 seconds
  delay, while a huge amount of dpkg-buildflags calls are done.
