There is no cd-boot-images-riscv64 upload which has this bug in its
changes file. There was only this one:

cd-boot-images-riscv64 (12.1) noble; urgency=medium

  * Rebuild against grub2 2.12-1ubuntu7.1 and u-boot 2024.01+dfsg-1ubuntu5.1

Bug description:
  [Impact]
  There is a newer GRUB in Noble than cd-boot-images-* contains.

  These intermediate packages were finally removed in plucky, but
  unfortunately this manual step will be required in >=Jammy and <Plucky
  going forward.

  [Test plan]
  Testing is done for the grub uploads on their own, and we'll have ISO testing but only after it's released, so for proposed really no testing necessary, just check it builds and ends up with the right binaries.

  [Where problems could occur]
  Unlikely, the GRUB changes here are extremely minor, this is just to have the versions in sync.
