All the packages seem to be built against the correct bootloaders.

There is not much else that can be done to verify these until they are
released and daily images are built.

Bug description:
  [Impact]
  There is a newer GRUB and U-Boot (for risc-v) in Noble than cd-boot-images-* contains.

  These intermediate packages were finally removed in plucky, but
  unfortunately this manual step will be required in >=Jammy and <Plucky
  going forward.

  [Test plan]
  Testing is done for the grub and u-boot uploads on their own, and we'll have ISO testing but only after it's released, so for proposed really no testing necessary, just check it builds and ends up with the right binaries.

  [Where problems could occur]
  Unlikely, the GRUB changes here are extremely minor, this is just to have the versions in sync.
