The messages are correct, I see

gstreamer1.0-libav | 1.16.2-2                | focal/universe          |
amd64, arm64, armhf, i386, ppc64el, riscv64, s390x

but you have installed

gstreamer1.0-libav | 1.14.5-0ubuntu1~18.04.1 | bionic-updates/universe |
amd64, arm64, armhf, i386, ppc64el, s390x

thus your system does need updates to be applied first )

I've thus marked this ticket INVALID.

  Getting error like:

  while running command: sudo do-release-upgrade
  received message as: Checking for a new Ubuntu release

  command give following response:
