[Bug 2116120] [NEW] Add support for RISC-V supm extension mandated by RVA23

Public bug reported:

The upstream gcc-15 compiler does not support -mach with extension supm
for pointer masking.

Extension supm is mandated by the RVA23U64 profile.

Upstream patch
7e5f5fd101f8 ("RISC-V: Minimal support for ssnpm, smnpm and smmpm extensions.")
is enough to accept extension supm in the -march parameter.

Please, add the patch to our gcc-15.
