[Bug 2117119] [NEW] Update Notifier Tray App Indicator doesn't Use Symbolic Icons

Public bug reported:

I’ve always noticed that the Update Notifier App Indicator icon doesn’t
use symbolic icons, and I initially thought it was Yaru’s fault. I don’t
know how to trigger the app indicator manually, but here’s how to
reproduce the issue:

1. This might rely on a bit of luck, but the indicator that consistently
appears on my desktop is the "system requires restart" one.

2. Open Looking Glass by pressing [Alt+F2], typing lg, and hitting
Enter.

3. Select the largest region of the indicator.

4. The Looking Glass window will appear again. Type
r(X)._indicator._proxy.Id, where X is the current number (e.g., r(8)).

When I follow these steps, I get an ID of "un-reboot". Since the proxy
ID and the icon name are the same (as confirmed by inspecting the source
code), I searched for the icon in /usr/share/icons/hicolor and verified
that it is indeed using un-reboot.png instead of the expected un-reboot-
symbolic.svg.

I’m still not sure if there’s a specific reason for not using the
symbolic icon, or if it was simply an oversight.
