[Bug 2111603] Re: touch --date not compatible

Sadly still reproducible in the recent git snapshot. This is really a
bug in the parse_datetime crate not supporting timestamps with sub-
second precision. This may be fixed in a newer version of that crate,
but it is hard to tell given the nature of it being a crate rather than
a tool
