Yes, maybe the issus is the update setting.

The recommend updater need be tun on(not the only security update). So
that the noble-updates(not noble) url can be used.

  I've patched my system for now with:

  sudo apt install --allow-downgrades
  python3{,-full,-doc,-examples,-minimal}=3.12.3-0ubuntu1
  libpython3-stdlib=3.12.3-0ubuntu1
