You have requested the removal of `fwupd`. The old solver would break
Recommends of existing installed packages, but the new solver tries to
keep Recommends satisfied; so it will in fact try to install fwupd-snap
to keep

ubuntu-desktop-minima Recommends: fwupd

satisified.

This shows up as a worse result because it installs packages whereas the
old solver did not. Whether it is, depends pretty much on your needs.

For the time being I'll consider this a Won't Fix, given that I feel
like the new behavior makes more sense wrt how it generally should not
be silently breaking Recommends as that removes functionality from a
system that was there before.

** Changed in: apt (Ubuntu)
       Status: New => Won't Fix
