[Bug 2112442] [NEW] noble regression: update-manager takes > 30s to start

Public bug reported:

After upgrading update-manager from 1:24.04.9 to 1:24.04.12 today,
update-manager now takes more than 30 seconds to start up, with CPU time
of e.g. 47 seconds, before the main GUI is displayed. It is the same
when using the -no-update option, and whether there are packages to be
updated or not.
