Since you specifically mention .9 -> .12, this might not be a duplicate of
LP:2110300.

For my future reference, I attach the diff between those two versions.

Do you observe a large amount of updates now that you didn't observe before?
What is apt list --upgradable?

  New

Bug description:
  After upgrading update-manager from 1:24.04.9 to 1:24.04.12 today,
  update-manager now takes more than 30 seconds to start up, with CPU
  time of e.g. 47 seconds, before the main GUI is displayed. It is the
  same when using the -no-update option, and whether there are packages
  to be updated or not.
