Further narrowing down, it is all due to self._get_ua_security_status()
Not very surprised. It is sad to see the quality of update-manager
plummeting (even during a released LTS) with the invasive UA changes
destabilizing everything. It is seen over and over again.
Especially when you are not interested in UA this is very annoying. You
can half-way opt out of the programme but you cannot opt out of all the
bugs.

Bug description:
After upgrading update-manager from 1:24.04.9 to 1:24.04.12 today,
update-manager now takes more than 30 seconds to start up, with CPU
time of e.g. 47 seconds, before the main GUI is displayed. It is the
same when using the -no-update option, and whether there are packages
to be updated or not.
