[Bug 2114997] [NEW] Python 3.12 ARM64 packages failed to upload properly

Public bug reported:

Hi. The 3.12.3-1ubuntu0.7_arm64 builds for several Python 3.12 packages
failed to upload properly to one of the ports.ubuntu.com mirrors. I
realize this is not, strictly, a packaging issue but I can't file a bug
on the Canonical Support Portal and Ubuntu Discourse won't let me post
until I read for 15 minutes.
