Bug description:
  [ Impact ]

   * On Dell SD25TB4 dock

   * Try to get the device information by $ fwupdmgr get-devices

   * Try to unplug the dock and plug it back again

   * The firmware info is not listed by $ fwupdmgr get-devices

  [ Test Plan ]

   * On Dell machine which supports TBT4

   * Connect to Dell SD25TB4 that utilizes dell-kestrel plugin

   * run command "fwupdmgr get-devices" can see the RMM firmware info

   * unplug the Dock and plug it back

   * run command "fwupdmgr get-devices" can still get the correct
  firmware info

   * The SRU requires the version bump to 1.9.30 by leveraging the exception document
