Verifying this in a minimal VM:
before upgrade:
- `apt policy ubuntu-minimal` says version 1.543 is installed
- `apt policy ubuntu-desktop` confirms the metapackage is not installed
- snap is not installed
Ran an upgrade using `do-release-upgrade -d`, and accepted all defaults.
The upgrade installed 1500+ packages.
after upgrade:
- `apt policy ubuntu-minimal` says version 1.548 is installed
- `apt policy ubuntu-desktop` confirms the metapackage is not installed
- snap is installed. `snap info firefox` confirms firefox is also installed. The full list of installed snaps is bare, core22, firefox, gnome-42-2204, gtk-common-themes, snapd.
Thus the issue also exists when upgrading from the latest oracular VM,
not just lxc images.

Hello,
I wanted to experiment with a plucky container and since I forgot I could use ubuntu-daily:plucky
I went with a oracular container and thought I would simply use do-release-upgrader to upgrade to plucky
$> lxc launch ubuntu:24.10 test-plucky
$> lxc exec test-plucky /bin/bash
$> do-release-upgrade -d
To my surprise when I ran : "do-release-upgrade -d" on my oracular
container it started downloading thousands of packages including
gnome-desktop, xserver and even installed the firefox snap
Once all set and done, I went from 617 packages to 1565
So this is either a bug and we should be able to use do-release-
upgrade to go from any release to the next on desktop, server, cloud
and container and only change the subset of packages installed (my
preference)
Of this isn't supported and we should probably not allow it.
