Notes:
The ubuntu-x13s-settings package provides specific configuration settings for running Ubuntu on the Lenovo ThinkPad X13s ARM laptop. In Mantic, these settings were provided by the meta package linux-image-laptop-23.10 but that package has been removed in Noble, so introduce a new package that provides the configs.

Test builds are available from ppa:juergh/ubuntu-x13s-settings
(https://launchpad.net/~juergh/+archive/ubuntu/ubuntu-x13s-settings).

This is a partial fix for bug 2060868.
